Blisters, loose seams and recurring ponding each require investigation. Adding another bitumen layer does not by itself repair problems beneath the covering. First establish which layers are dry, secure and usable, then specify the new seams, upstands and outlets.

A clear proposal distinguishes what stays, what is removed and what is newly installed. Ask which connections and finishes are included and which findings remain uncertain. Record changes and their price before giving approval.
